This Standard describes the process that business unit’s shall use to identify, evaluate, and approve a Project Change. Project Change occurs when a factor is imposed on a project that is outside of the Project Manager’s control. This Standard is not intended to replace existing processes for managing variances that occur throughout the life of the project (i.e., when there is no change to the approved Project Plan). This Standard does not require a Project Manager to apply the Project Change Control process for the use of contingency dollars within the approved Project Plan budget which is within the control of the Project Manager.
The intent of this Standard is to address any Project Changes which impact any combination of project scope, cost, time, or quality, and occur after the Project Plan has been approved.
This Project Change Control Standard will support corporate accountability, project rigor, and transparency with respect the management of funding as it applies to The City`s capital project management. It will also ensure compliance with The City`s policies and procedures including all regulatory approvals and audit requirements.
